Peerless Portland Cement Railroad - after 1895
The locomotive, named "Daisy", operated near the company's Union City, Michigan plant.

The photo is part of the Marty and Ron Chard collection published on the Union City Heritage Water Trail website.  The source noted the railroad was narrow gauge but did not specify the dimensions.
